Richmond County, Virginia Comprehensive Plan Update

 

About the Project

Richmond County is currently in the process of revising and updating the Comprehensive Plan. The Comprehensive Plan is a long-range, high-level planning document that addresses topics such as land use, development, natural environment, transportation, and resource utilization in the unincorporated areas of Richmond County. The plan outlines the community’s long-term vision and strategies to achieve that vision.  The policies defined in this document guide the County’s future direction and priorities for growth, services, and land use regulation.

About the Process

The plan update will be led by an Advisory Committee, but will also engage Richmond County’s Board of Supervisors, Planning Commission, citizens, businesses, and other stakeholders. The current Comprehensive Plan will be evaluated, community information will be updated, and new priorities, goals, and strategies will be established for the county based on input from the participants.  An important part of a Comprehensive Plan is public input, so we encourage the citizens of Richmond County to be an active part of this update process by participating in the public workshop, survey, and open house.

The Process Includes
  1. Kickoff with County Staff and the Advisory Committee 
  2. Public Survey
  3. Public Input Workshop
  4. Monthly Meetings of the Advisory Committee
  5. Public Open House
  6. Formal Public Hearings and Adoption 

The County has employed the services of The Berkley Group, a Virginia-based local government planning and consulting firm, to assist with this plan update process.

About the Steering Committee

The Comprehensive Plan Steering Committee is charged with guiding the update process. They will meet monthly to discuss plan themes, review drafts, and provide edits and feedback.

Upcoming Opportunities to Participate

Public input is a crucial component of a Comprehensive Plan update. The County, in collaboration with The Berkley Group, will collect community input through a public workshop, online survey, and public open house. Check here for updates and opportunities to participate in the process.

The Comprehensive Plan Committee is scheduled to meet on March 21st at 5:30 p.m. for further chapter review with The Berkley Group.  The complete draft Comprehensive Plan will be ready for review in June.  Please see list below for scheduled meetings which will complete the rewrite process:

April 18th at 5:30 p.m. – Advisory Committee work session

May 16th at 5:30 p.m. – Review with The Berkley Group

June 20th and July 18th at 5:30 p.m. – Review complete draft Comp Plan document with Advisory Committee

August 15th at 5:30 p.m. – Public Open House

September 19th at 5:30 p.m. – Joint review workshop with Board of Supervisors and Planning Commission (presentation from The Berkley Group)

October 13th at 6:00 p.m. – Joint public hearing with Board of Supervisors and Planning Commission

November 7th at 7:00 p.m. – Planning Commission meeting with possible recommendation vote

November 10th at 9:00 p.m. – Board of Supervisors meeting with possible adoption vote
