| The Clerk of the Circuit Court has two (2) principal duties: maintaining case dockets and storing official records. The Clerk also keeps track of all jury information for the Circuit Court and multi-jurisdictional grand jury. By protecting and maintaining many different permanent records (deeds, wills, judgments, for example), the Clerk provides a vital service for citizens to protect their property rights. |

The Clerk of the General District Court works with
the General District Court Judge and processes and maintains all records
and dockets for traffic cases, criminal cases, and holds preliminary
hearings in felony cases and civil suits not exceeding $15,000. The
Clerk is also responsible for reporting mandatory data to Criminal Records
and the Division of Motor Vehicles.
The Clerk of the Juvenile and Domestic Relations District Court works with the Juvenile and Domestic Relations District Court Judge and processes and maintains all records (both public and confidential, when involving a minor) pertaining to children, foster care, adults accused of child abuse or neglect, custody, support, visitation, spousal abuse, and crimes involving certain members of a family or persons living together as household members. |

The Treasurer's Office is responsible for collecting and investing all monies for the county. Collections include real estate taxes, personal property taxes, vehicle registration fees, dog registration fees, building permit fees, and state income taxes. County funds are invested in a high interest account, and a portion is transferred to a checking account periodically to meet county expenditures. |

The Commissioner of the Revenue's Office is responsible for processing real estate and personal property taxes and refunds. In addition, this office is responsible for assisting taxpayers with state income tax returns. The Commissioner of the Revenue's Office maintains the land (tax) map and index file as land and buildings are transferred via deeds or wills recorded in the Circuit Court Clerk's Office. This office also prepares the land book and personal property book used for taxation purposes each year. |

The Department of Emergency Services consists of two functional areas, the Division of Emergency Medical Services and the Office of Emergency Management. The EMS provides 24 hour-a-day, state of the art basic and advanced life support emergency medical services to the residents and visitors of Richmond County. The OEM provides preparedness, response and recovery services to the residents of Richmond County by writing the Emergency Operations Plan, managing the county's emergency operations center, and by coordinating post disaster recovery activities. OEM also provides emergency planning in such areas as special needs, continuity of operations and emergency operations. |
